This campaign gave me an opportunity to talk about issues and concerns that were of utmost importance to the people in the 26th State Senate district. In return, the response from the community and its support, was deeply gratifying.

I want to say thank you to my friends and loved ones who have known me long enough to know how much this opportunity meant to me, and wanted to help.

I also want to thank all those who I met during this campaign for their informative conversations, ongoing encouragement, contributions that helped me qualify for public financing, and their willingness to work with me to reach out to voters.

And finally….thank you all for affirming our shared commitment to the Democratic principles that made this campaign worthwhile and worth doing.

“While seven communities share several common issues, each town has its own specific concerns that can be addressed on a state level,” said Ms. Curry.

“I look forward to discussing these specific concerns as well as the need to cap local property taxes, protect the public schools from excessive testing and privatization efforts, along with the urgent need to streamline the burdensome Medicaid qualification process impacting the elderly and their families.”

Connecticut’s 26th State Senate District covers Westport, Weston, New Canaan, Wilton, Redding, Ridgefield and Bethel.

Families choose to live in Ridgefield for many reasons, but a principal one is the outstanding education their children can secure in the kindergarten through 12 public school system.

Students of Ridgefield’s public education system have been nationally awarded over the years for their learning skills and creative thinking.

Right now Ridgefield’s system of public education is under threat and faces potentially damaging actions, as a result of legislation passed by the Connecticut General Assembly this year.

There is understandable legislative concern regarding the diminishing levels of education achievement among students across the state. Their concern about an “achievement gap” led to passage of the Education Reform Act, (SB 458) with a set of comprehensive performance standards and practices meant to improve student learning and close the gap.

There is legitimate concern that this Educational Reform Act may have the opposite effect of actually widening the gap. But the most critical question for us is whether it is fair to impose this new set of standards upon Ridgefield, a town with superb public education already in place. This is undeserved punishment in light of the outstanding collective performance by Ridgefield’s teachers, parents, students and administrators.

Legislators did their finger-pointing at parents and at teachers. This was a quick and effective way to pass the buck in explaining the achievement gap. Yet, all parties to this legislation appear to be in denial about the root cause of poor student performance.

And that root cause? It is communities without adequate financial resources and support systems to produce and assure satisfactory student performance levels.

This poverty of adequate community support systems and community resources is causative to most every failing school system. State legislators should be addressing these needs as the way to close the achievement gap.

Finally, will implementation of the Educational Reform Act deny Ridgefield her splendid system of equal, accessible and excellent public education?

And will the legislative insistence on extensive “testing for students” (I call it robo-testing) rather than “teaching for students” become the norm?

Will third-party entities make determinations about public school process as if education were a corporate business?

An enormous amount of money has been made available to run the business of reform.

Left unchecked, the Education Reform Act may well turn out to be a case of “No Child Gets Ahead.”

There is little time left to keep Ridgefield’s current public education system intact, but we must try.

Carolanne Curry is the Democratic candidate for state Senate in the 26th District, which includes Ridgefield (www.curryforstatesenate.com).

Curry Qualifies For Public Financing: It’s Time for ‘More Conversation, Less Confrontation’ http://www.curryforstatesenate.com/publicfinancin/ http://www.curryforstatesenate.com/publicfinancin/#comments Sat, 11 Aug 2012 02:32:22 +0000 Carolanne Curry http://www.curryforstatesenate.com/?p=521 August 10, 2012 – Westport resident and community leader Carolanne Curry on Wednesday qualified for the state’s public financing program in her quest to represent the seven towns in Connecticut’s 26thSenate District. The district covers Bethel, New Canaan, Redding, Ridgefield, Weston, Westport, and Wilton.

“I am honored to represent this region’s best interests and deeply appreciate the show of support that enabled me to qualify for public financing,” stated Curry. “We need more conversation and less confrontation in Hartford. People across our state want their leaders to develop imaginative, principled solutions. It is time to put all of my life’s experience to good use and be a force for crafting effective policies that benefit all of us.

“Public financing levels the playing field for all and promotes the kind of transparency rarely seen in campaigns today. Instead of dialing for dollars I can now connect with residents to listen to their concerns and share my proposal for property tax relief, streamlining state government, protecting children and the elderly and safeguarding schools and the quality of life for the towns in the 26th District. I’m confident that I can bring the lessons I’ve learned throughout my career to Hartford for the direct benefit of the residents of the 26th district and our state.”

The State Elections Enforcement Commission approved Curry’s application for $91,000 in public financing. A candidate must raise $15,000 in individual donations of $100 or less, with a minimum of 300 contributors residing within a state senate district to qualify for public financing.

A lifelong Democrat, Curry was endorsed unanimously by the seven-town Democratic Town Committees in May.

Curry brings extensive government and business experience in mounting this challenge including the implementation of efficiencies, performance standards and accountability to municipal departments that resulted in cost effective use of taxpayer money.

Throughout her career, Curry has worked in municipal and state government holding leadership positions in children and family services. She has championed issues ranging from childcare, youth services, and job training to welfare, regulatory compliance, and constituent services. A consensus builder, Curry also has successfully implemented cost saving labor-management and fraud prevention initiatives.

Early in her career, Curry worked in banking, accounting, publishing, advertising, and insurance. She became a partner in an insurance brokerage and in 1987 established her own firm specializing in life, health, and accident insurance.

Curry comes from a family dedicated to public service, dating back nearly 100 years. Generations of Curry family members have helped to break down social barriers and institute protection for those in need including the passage of child labor laws.

“I was raised to believe that people who have a passion to serve can effect positive change for the greater good,” explained Curry.

Curry has been a resident of Westport for 25 years and was appointed to serve as an alternate on the Westport Planning and Zoning Commission.

In addition to her extensive political experience, she is well known for her support of women’s rights, reproductive rights, and LGBT rights. She is the founder of First Woman President, Inc.; president emerita of the Women’s Campaign School at Yale University; a member of the Connecticut Women’s Education and Legal Fund (CWEALF); founding board member of Career Resources in Bridgeport, Connecticut; and a member of Greater New Haven Leadership.

Curry has extensive experience in public speaking and election campaign training programs at colleges and universities around the country, as well as for women’s business groups and bar associations. She attended the University of Connecticut, Storrs, Conn., St. Joseph’s College, West Hartford, Conn., and Florida Atlantic University, Miami, Fla. Curry currently resides with her partner of 24 years, Selma Miriam, who is a co-owner of Bloodroot Restaurant in Bridgeport, Conn.

If you happen to do a random survey of campaign expense reports, for the most part these vendors are not from Connecticut, and many are not even from New England. I’ve been involved assisting with election campaigns for more years than I care to count, yet that experience has become invaluable now that I am a candidate.  And that experience leads me to question whether or not I want to follow standard operating procedure when contracting for campaign services.

First of all, I know that in Connecticut (and in New England), there are campaign vendors more than capable of handling the requirements of a Connecticut state senate campaign.  What is fortunate in my case is that I know many of these people and I am comfortable that they know my style and approach.

The presentations that I make to the voting public  are not going to be restructured or retooled into an image simply based on what the vendor insists is going to be successful.  Sticking with candidate image validity that is my own is a decision that I hope that the voters in the 26th State Senate District will value and come to appreciate.

Aside from maintaining the validity of my own campaign style and approach, the economic priority is to have the money paid for campaign vendor services kept in circulation right here in Connecticut.  This has far greater appeal to me than seeing checks go to Virginia, Washington D.C. or some other out-of-state  vendor center.

There is no guarantee that I will find 100% of all my campaign vendor services here locally, but it is an absolute of this campaign to begin by first looking at the talent and skills that are based in Connecticut, and to contract with those vendors to help move this 26th State Senate District campaign to success on November 6th.

To me, this is just a matter of common sense. Let’s just see how it works.

Thank you especially to the Town Committee members across the 26th District who have rallied to this campaign with their enthusiasm and help.

And finally,  sincere thanks to the delegates here this evening for your endorsement….and the trust that this endorsement represents.

In defining who I am, I want you to know that I am a life-long Democrat whose values and committment to public service came about in the same way as it has for many other deeply political people.

Congresswoman Rosa  DeLauro talks about the modeling of her mother, who was the longest-serving member of the New Haven Board of Aldermen.

State Treasurer Denise Nappier talks of her father who work tirelessly to elect the first African-American to serve on the Hartford City Council.

My lifelong embrace of Democratic issues and Democratic candidates comes as part of the legacy from my family as well.

I am grateful to my parents, my brother, and sisters for the standards I hold and the values I believe in.

For the past 40+ years I have found joy in the work and in the challenge of election campaigns each year.  Also during these years, I have handled the responsibilities of public service appointments on both State and municipal levels. Through all these efforts, it is the example and the teachings of my family that guide my political life.

With DTC Wilton Chair John Kalamarides .

I am running so that this year we can re-write the history of the 26th State Senate District.

As many of you know so well, this is a senate seat which has not yet been held by a Democrat.

In my conversations with State Democratic Party Chair Nancy Dinardo, she acknowledges the challenge, but she believes a win is doable this year. In other conversations with State  senators in Hartford, they confirm the difficulty, but they also tell me a win in November is doable this year. And in talking with many of the 26th District Democrats, they say they see the light at the end of the tunnel and can’t wait to get there with me.

For me, this state senate campaign will be an opportunity to contrast a Democratic Party philosophy that is inclusive of others and based on the spirit of cooperation.

It will not be a campaign that advances one person’s personal political agenda, one that is out of touch, and without compassion.

Essentially, I am running to represent everyone in this room tonight and every one in the 26th State Senate District. As it should be.

With me, you will know that your voice and your vote count.  With me, you will know that I will be actively listening to your concerns, and I will be learning how best to incorporate those concerns into effective legislation.

And finally, as your elected State Senator from the 26th District, I will lead with the passion and the purpose that is the hallmark of our Democratic Party.

Thank you again.

I hope also that by Election Day (November 6, 2012), that you will have built up a trust in the ability of my knowledge, skills, and experience to deliver a greater impact for the people of the 26th in securing needed State funding or resources.

My intent as your state senator, is to introduce a far more amicable and persuasive voice in the work of serving as state senator on behalf of the 26th District.

My intent is to build  strong working relationships in Hartford for the benefit of the 26th District.

______________________________________________________

To accomplish any of this, my first challenge is to qualify for public campaign financing.

Public campaign financing is meant to equalize the playing field and let  candidates like myself, who would have, previous to this program, rarely had the chance to become an endorsed party candidate for the state senate.  We are all too aware of the amounts of money now required.

All 36 state senate seats are eligible for public financing.  Since public financing was first used in 2008, there isn’t a long history to know whether it can sustain itself and there is no clear pattern yet of the candidate profile that  emerges from public financing.  But I can tell you that I am deeply aware of the chance that public financing gives me.

A condition to qualify for public financing calls for raising $15,000 (fifteen thousand dollars) in campaign contributions from individuals. The contribution allowed, is in a limited range of $5.oo to $100.00.  Less than $5.00 doesn’t qualify and more than $100.00 has to be returned.

That strikes me as an amazingly fair range.  I know I could not even begin to think of asking for the amounts I’ve seen previous candidates chase in order to finance their campaign.  I personally have worked with different kinds of candidates when it comes to raising campaign funds: some who chew through every call with almost robotic persistence and those who froze up at the very thought of a call for campaign money.

And of utmost importance;  public financing frees up the candidate from the hold of special interest money, which tends to limit and control the information necessary for equitable decision-making and which limits the independent thinking that should be processing solid, unlimited information.

Public financing frees me and every other candidate of these suffocating burdens.

I will continue to post about our progress, I hope to hear from you.  I want to work with a team of volunteers who see the positive effects for the 26th that the Curry for State Senate campaign can generate.

But know this, I consider myself having been given an enormous and timely gift.  The gift of circumstances resulting in the nomination and endorsement by the Democratic Party Leadership of the 7-town 26th State Senate District for my candidacy for the  26th State Senate District seat.

Just consider this…

______________________________________________________

By the end of this campaign we will have had a chance to talk about the many issues we have in common. Issues we can truly face together and we can determine solutions together that make sense for the 26th District.

The formal nomination to become the official candidate (I am unofficial until then) comes on Monday, May 21, Westport Town Hall at 7:30.

Can you come and enjoy the event with me.

I would be remiss if I didn’t ask if any visitors to the blog who may already know me, would they be willing to make a campaign contribution?

That’s it for this first post.
